Stephen Norcup, MBA, NRP

Co-Founder and Managing Partner

One of the two founding partners at Innovative Public Safety (IPS), Steve brings nearly two decades of experience in public safety (Fire and EMS), healthcare-focused information technology, and healthcare-focused risk management to the table. Steve began his career at STAT Medevac as a communications specialist and later IT specialist, where he and IPS co-founder Jeff Gooch worked together closely. Upon achieving his paramedic certification in 2012, Steve moved from STAT Medevac to full-time work as a paramedic in the Pittsburgh area’s east boroughs. During his time as a full-time paramedic, Steve earned a Bachelor’s Degree in Emergency Medicine from the University of Pittsburgh (2015) and then moved from full time paramedicine to a position with emsCharts and later Forest Devices.

Steve’s work with Forest Devices introduced him to the world of healthcare startups, clinical trials, and a passion for innovation in healthcare and healthcare technology which has driven him forward to this day. That passion led to completion of an MBA from the Katz Graduate School of Business in 2018, as a member of the first cohort to be awarded the Executive MBA in Healthcare.

While working for Highmark after earning his MBA, Steve still felt he could do more and started to lay the groundwork to form Innovative Public Safety with Jeff. Innovative Public Safety is a way for Steve to give back to the organizations which helped start his career by providing timely, customized, and effective networking, IT, and other infrastructure services to public safety organizations. Innovative is not just a way to name the company, but Steve is driven by curiosity and a need to improve everything around him.

Steve approaches every new opportunity with excitement, and every new client with the goal of genuine, lasting partnership built on trust and respect. Providing support services to some of the hardest working people requires integrity, empathy, and a genuine desire to deliver the solutions every client needs. Steve brings those qualities to every meeting and every interaction.

Jeff Gooch, BS

Co-Founder and Chief Technical Officer

Jeff brings nearly fifteen years of information technology expertise and over two decades of public safety experience to bear for our clients.

Jeff began his public safety career in 2001 as a volunteer firefighter with Cranberry Township VFC, later earning his EMT-B and joining STAT Medevac as a Communications Specialist in 2004, where he and Stephen met. Jeff would later transfer to STAT Medevac’s IT department in 2008 and from there to Cranberry Township as an IT Administrator focusing on public safety technology deployment and maintenance. During his time with Cranberry Township Jeff pursued and earned a Bachelor’s Degree in Public Administration and Fire Science from Point Park University (2016).

Jeff then moved from Cranberry Township to Cranberry Fire and Emergency Services full time in 2017 where he served as the Community Risk Reduction Coordinator. Additionally, Jeff led multiple projects including the deployment and implementation of a P25 radio encryption and trunking system, improvement of station technology and station/facility renovations, and the creation and implementation of a Pre-Incident Planning system to improve response times and emergency management.

Jeff worked tightly with Cranberry Township code enforcement and emergency management to complete these projects and as a result has a well-rounded understanding of the technology and systems needs of public safety entities. During the transition towards forming Innovative Public Safety and serving full-time with the agency Jeff was the Director of Network Services for Prime Communications. Now, Jeff is able to tackle the needs of our clients and help them leverage technology to bridge gaps in capabilities, improve their offered services, and solve other problems which complicate the delivery of high-quality services to our clients’ communities.

  • Network Technician

    Stephen has devoted his career to protecting and serving as a full-time police officer for Ohio Township for an impressive 22 years. With a remarkable 30 years of experience in emergency services, he brings a wealth of knowledge and expertise to the table.

    Hailing from Pittsburgh, Stephen has a longstanding history of volunteer firefighting, demonstrating his unwavering commitment to public safety.

    Stephen is excited to begin a position with Innovative Public Safety (IPS), where he can continue to serve and make an impact. His extensive experience in law enforcement, coupled with his technological acumen, positions him well to contribute to IPS's mission. Stephen's dedication to serving his community shines through his work, and he looks forward to leveraging his skills and expertise to support IPS in their pursuit of excellence.

  • Consultant - Prehospital Operations

    Josh is a seasoned public safety professional with over 14 years of experience, beginning as a volunteer Firefighter/EMT for Monroeville Fire Department and currently Chief of EMS for MRTSA in Pittsburgh’s South Hills. Originally from Penn Hills, Josh's career has taken him across Pennsylvania and down the Eastern Seaboard.

    He earned his EMT certification in 2008 and quickly followed with his Paramedic certification in 2010. Since then, he has held a range of positions including field paramedic, rescue technician, education/quality improvement manager, EMS educator, and department chief. Josh's experience as the Education and Quality Improvement Manager for Susquehanna Valley Emergency Medical Services in Lancaster, PA, where he oversaw the clinical education of 100 field operations staff and more than 40 educators, demonstrated his ability to lead initiatives impacting regional and statewide EMS practice.

    Josh has built up a wealth of knowledge, experience, and competencies in the operational and administrative needs of EMS agencies, which he can bring to the table for clients. Throughout his career, he has focused on clinical data collection for data analysis and CQI, using it to improve EMS care everywhere he has been. Josh is a 2020 graduate of Columbia Southern University, where he earned a Bachelor of Science in EMS Administration, and is currently pursuing a Master of Professional Studies in Homeland Security from George Washington University.

    Josh strongly believes in the need to develop leaders who can effect change in EMS administratively and operationally to progress the profession. He champions evidence-based practices recognized by leaders in the healthcare industry and effectively leverages these principles to overcome operational hurdles in the prehospital care space. Josh also believes that leaders must conduct themselves with integrity, the highest level of professionalism, and a dedication to doing what is best for patients and communities.

  • Consultant - Prehospital Physician

    Dr. Sanford Littwin is a highly experienced anesthesiologist with over 20 years of clinical experience. After graduating from Tulane University's School of Medicine, he completed his residency at Stanford University and a fellowship at Columbia University College of Physicians and Surgeons. Dr. Littwin is a native of New York City and has worked extensively in public hospitals.

    At Innovative Public Safety (IPS), Dr. Littwin has collaborated with co-founder Stephen Norcup to develop the Medical Direction Services division. With his extensive clinical and leadership experience, Dr. Littwin has served as the Associate Director for the Department of Anesthesiology at St. Lukes and Roosevelt Hospitals of New York City and the Clinical Director for Operating Rooms at UPMC. He currently practices at Butler Memorial Hospital.

    Dr. Littwin is committed to providing the highest quality medical direction to meet the prehospital care needs of the region and state. He uses a combination of clinical skills, administrative experience, and relationship-building to provide education and advocacy to clients and to advance prehospital medicine.

    As a husband, father of two teenagers, and loving pet owner, Dr. Littwin understands the importance of balance in life and work.
